Enacted in 2003, House Bill 6691 requires the state department of education to establish an annual dropout prevention grant program. Funded by this legislation are needs assessments, evaluations of existing intervention strategies, and the expansion of innovative programs. Unfortunately, no resources have been made available to assist local and regional school districts in their efforts to curb dropouts.
Connecticut fares better in other areas. Since 2007 the state has reported the National Governors Association's cohort graduation rate. Also, the state's compulsory age was set at 18 prior to 2002.
