Virginia gives guidance to alternative programs on matters such as targeted students, program design, services to students, and best practice indicators. Services to students should include social skills training; career counseling; technology education; conflict resolution; drug prevention education; and educational, individual, and family counseling.
The state fully funds alternative education with no matching local funds required. A state formula based on staffing patterns and local ability to pay detemines funding. School districts provide in-kind support for items such as instructional materials, additional staff, student transportation, and facilities.
